OPS PC Sourcing Guide for Russian and CIS Buyers

Sourcing OPS PC from China into Russia and the EAEU customs union requires specific certifications, payment paths, and shipping routes. Here's the playbook from a Shenzhen supplier serving Russian and CIS distributors regularly.

What's different about sourcing into Russia and CIS

Sourcing OPS PC modules from China to Western Europe is relatively straightforward in 2026 — established freight lanes, predictable payment, standard certifications. Sourcing into Russia, Belarus, Kazakhstan, Armenia, or Kyrgyzstan requires additional considerations:

This guide walks through each consideration in practical detail.

EAC certification: the non-negotiable

EAC (EurAsian Conformity) is the customs certification for the EAEU customs union: Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan. Without a current EAC certificate covering the specific product you're importing, your shipment will be held at customs indefinitely.

Common scam

Some Chinese suppliers will tell you they have EAC certification. Always ask for the certificate number and a copy. Verify online at the EAEU certification register (you can search by certificate number). If the supplier hesitates, walk away — they don't actually have it.

What EAC certification covers

EAC certification for electronic equipment certifies:

Each certificate covers a specific product model or family. A certificate for "Model X OPS PC" doesn't automatically cover "Model Y OPS PC" — you need the certificate that names your exact product.

What ShenzhenOPS provides

Our partner factories maintain current EAC certification for all SZO standard products. The certificate copies are provided with quotation. For white-label production, we can either ship under the existing factory EAC certificate (with your brand label) or, for high-volume relationships, support new EAC certification under your brand (4–8 week additional timeline).

Payment routes in 2026

Russian sanctions and Russian banks' limited access to SWIFT mean payment to Chinese suppliers requires non-trivial planning. Options:

Yuan (CNY) bank transfer

The dominant route in 2024–2026. Russian banks with Chinese branch relationships (VTB, Sberbank, MTS Bank, and smaller second-tier banks) settle USD/CNY trade directly with Chinese counterparts. Settlement is typically 1–3 business days.

UAE Dirham (AED) via Dubai

Russian businesses with Dubai relationships frequently route payment via UAE-incorporated entities, settling in AED with Chinese counterparts. This adds 1–2 days but bypasses any SWIFT restrictions.

Hong Kong USD route

For Russian businesses with Hong Kong-incorporated trade subsidiaries, USD payment via Hong Kong banks remains operational. Lead time 1–3 business days.

Cryptocurrency (USDT)

For smaller orders ($1,000–$30,000), USDT settlement is increasingly used. Faster (minutes), but requires both buyer and seller to maintain crypto wallets and understand the regulatory exposure in their respective jurisdictions. We support this route for established customers.

Practical advice

For first-time orders, set up payment routing during quote stage, not after PO. Confirm with both your bank and ours that the specific route works before issuing the deposit invoice. A 3-day payment delay on a 25-day production timeline is a 12% schedule slip.

Customs and documentation

Russian customs (FCS / ФТС) requires the following for imported electronics:

For ShenzhenOPS shipments, we prepare all of the above and provide Russian translation of the commercial invoice on request.

HS codes and duty rates

OPS PC modules typically fall under HS code 8471.30 (portable automatic data processing machines) or 8471.41 (data processing machines with input/output units). Duty rates in Russia for these codes are typically 0–5%. VAT applies at the standard rate (20% in Russia as of 2026).

Practical timeline for a typical 100-unit order

  1. Day 1: Inquiry received, quotation issued within 24h
  2. Day 2–5: Quote review, payment route confirmation, deposit invoice issued
  3. Day 6–8: 30% deposit received (CNY/AED/Hong Kong USD route)
  4. Day 9–28: Production at partner factory (20 working days for standard SZO config)
  5. Day 28: Pre-shipment QC photos sent for approval
  6. Day 30: 70% balance received; goods ready for shipment
  7. Day 31–32: Booking with freight forwarder; documentation prepared
  8. Day 33: Container departs Shenzhen Yantian port (sea) or Trans-Sib origin (rail)
  9. Day 48–58: Goods arrive at destination port/terminal
  10. Day 58–65: Customs clearance, EAC certificate validation, duty/VAT payment
  11. Day 66+: Goods released to warehouse / distributor

Total elapsed time: roughly 60–70 days from inquiry to in-warehouse for a typical Moscow/St. Petersburg destination via sea freight. Faster routes (rail or air) shave 10–20 days.

Russian-language support

ShenzhenOPS provides:

Common Russian buyer questions

"Can I get extended warranty for 24/7 transport / metro signage?"

Yes. For orders of 100+ units of OPS-C 42mm modules, we offer 3-year extended warranty at $15/unit additional cost. Includes priority RMA and pre-stocked replacement boards.

"Do you support 110V/220V switching for mixed CIS deployments?"

OPS modules are powered by the host display through the OPS connector at 12–19V DC. The display unit handles AC input. Choose host displays compatible with your local voltage; OPS modules are voltage-agnostic.

"Can I see units before bulk ordering?"

Yes. We ship paid samples (typically 1–3 units) to Russian destinations regularly. Cost: unit price + DHL/FedEx air freight (~$80–$150 for small modules). Lead time: 4–8 days door-to-door.

"Do you require Russian/CIS bank as the paying entity?"

No. We've received payment from Russian businesses' subsidiaries in UAE, Hong Kong, Kazakhstan, and elsewhere. The paying entity needs to be a legitimate business; the destination of goods can be elsewhere.
